TSUPIS Registry

Russia's centralized payment-accounting system (ЦУПИС) that legal bookmakers must route bettor deposits and withdrawals through; only registry-connected operators may operate and advertise in-country.

TSUPIS (ЦУПИС — the Centre for Accounting of Interactive Bet Transfers) is Russia's state-mandated payment-accounting system that every legal bookmaker must route bettor deposits and withdrawals through. It is a payment-control mechanism first: the operator connects to the centralized system, player money flows through it, and the state gets full visibility into deposits, withdrawals, and player identity. Only registry-connected operators may legally take bets — and therefore legally advertise — in the country.

For media buyers this splits the market in two: legal ЦУПИС-connected bookmakers with compliant but conversion-heavy funnels (mandatory registry registration crushes Reg2Dep), versus offshore brands with smoother funnels but advertising that is illegal in-country, forcing cloaking, mirror domains, and grey traffic sources. Payouts reflect the trade-off — regulated brands pay less for cleaner traffic, offshore brands pay premiums to compensate buyers for platform bans and legal exposure.
