It is defined precisely in the offer terms, including any qualifying conditions like minimum deposit size or lead validity requirements.
Everything in a buyer's setup hangs on the target action: the platform's optimization event, the pixel and postback configuration, and the bid math all point at it. Mistakes here are expensive — optimizing the ad platform for registrations when the payout requires deposits trains the algorithm on the wrong users, and a misfired postback means paying for conversions the network never credits.
